Planned as a successor to the Zero Fighter, the 17th Experimental Carrier Fighter (later named the Experimental Reppu) was, as the name suggests, a requirement submitted by the Navy in 1942. The design was difficult due to the excessive performance requirements and the lack of room for engine selection; the first prototype was not completed until April 1944 due to the ongoing production and modification of the Zero Fighter and Raiden, which were currently in service. The maneuverability and flight stability were both highly praised after its first flight, but the speed and climbing performance were far from the required values due to insufficient engine power, and modifications continued until the end of the war.
