This is an injection-plastic aircraft model kit.
From the manufacturer:
At WWII’s end, several of Japan’s aircraft were repainted with a green cross as a sign of surrender. Many planes, including select Ki-46-IIs, transported Japanese diplomats to work out the terms of surrender in September of 1945. This Ki-46-II retains the IJAAF roundel. Many historians believe this was unintentional. The Ki-46-II shown here took delegates from Rabaul to the Royal New Zealand Air Force field in Jacquinot Bay.
